Road vehicle drivers, pedestrians or cyclists as level crossing users are VULNERABLE GROUPS. We investigated how vulnerable groups are formed at level crossings and pedestrian crossings, according to the definition of safe traffic flow as SAFE, ORDERLY, REGULAR AND UNDISTURBED MODE OF TRAFFIC.

Safe traffic flow – undisturbed or interfered?

It is necessary to identify pedestrian and bicycle flows that the railway obstructs on their route to the destination. In the existing legal acts, these are the persons who disturb the order on the railway infrastructure (TRESPASSING). The best example of this is the crossing of the railway on the way to the Borongaj Student Campus in Zagreb

Pedestrians and cyclists must have an undisturbed crossing below or above the track.

Safe traffic flow – regular or irregular?

Drivers of road vehicles at intersections with industrial tracks pass the STOP sign without stopping. They know that “trains” or shunting rolling stocks do not pass there. Everyday passes without stopping next to the traffic sign “STOP” create a bad habit of passing and where trains actually run. The best example of this is the crossing over the industrial track at Samoborska street.

We need more quality and safe industrial tracks and a reduction in road traffic and accidents.

Safe traffic flow – orderly or unorderly?

On railways where level crossings are located in the station area, the organization of traffic makes it difficult for drivers of road vehicles and pedestrians to pass.
